Der Einfluss der OECD auf die Bildungspolitik in Mexiko
   
International organizations (IO) have become important actors in education policy. However, research on the impact of international activities on national education policy-making is still in an early stage. Due to this the focus of this study is to analyze the influence of the Organisation for Economic Co-operation and Development (OECD) on education policy in Mexico. The analysis revealed that the Programme for International Student Assessment (PISA) and the review activities of the organization are effective instruments to initiate national debates and to enhance the legitimacy of educational reforms. The OECD had its largest impact on Mexican education policy when it was able to take the specific needs of the national level into account and when it used the correct mix of different instruments at the right time. National actors tended to involve the international level into national decision-making processes when they were able to utilize the recommendations and reports of the OECD as a source of legitimacy for planned reforms.
