|State authority is undergoing transformation. Since the second half of the 20th century the long process of concentration of authority within the state, which started in the 15th century, has gone into reverse. The state is no longer the only actor that exercises authority, but it increasingly coordinates, integrates, initiates and complements authority exercised by non-state actors. Its role has changed from that of an authority monopolist to an authority manager.
