|In this article the consequences of Europeanisation for the German administration are analysed on a broad empirical basis. On the one hand it deals with the extent of Europeanisation and on the other hand with the development of specific processing forms. Europeanisation leads to a high degree of inner complexity and environment complexity through European- and political administrative frames as well as strategic behaviour. The “opportunism of administration”, as type of administrative action, is gaining importance under the conditions of Europeanisation and raises new questions as regards legitimation in the administrative action.
